Democrats and the White House have been engaged in a tense negotiation, with Democrats pushing for new restrictions on the immigration enforcement policies of President Donald Trump. These demands are in response to the fatal shootings of two protesters by ICE and Border Patrol officers.

But here's where it gets controversial: judicial warrants. Senate Majority Leader John Thune has indicated that this is a major sticking point. Democrats want DHS officers to require judicial warrants to enter private property, and they want improved warrant procedures and standards. They also want an end to "roving patrols" of agents targeting people in public spaces and their homes.
Most immigration arrests are carried out under administrative warrants, which do not permit officers to forcibly enter private spaces without consent. However, an internal ICE memo obtained by the Associated Press last month authorizes ICE officers to use force to enter a residence based solely on a more narrow administrative warrant. This move has raised concerns among advocates, as it potentially collides with Fourth Amendment protections.
Far from Agreement
Despite some "concessions" in the White House's offer, as Thune puts it, the two sides are still a long way from a solution. Schumer believes that the administration's announcement to end the immigration crackdown in Minnesota is not enough. He wants legislation to rein in ICE and prevent further violence, as he fears the administration's actions could be reversed at any time.
