Clear Garbage Bags: A Successful Waste Diversion Strategy in Muskoka (2026)

In an impressive turn of events, the District of Muskoka's transition to clear garbage bags is showing remarkable results, despite initial pushback. Since the official rollout of the clear bag initiative at curbside pickups in March 2025, there has been a significant uptick in waste diversion efforts. The statistics reveal a notable 38% drop in the amount of garbage collected compared to last year, alongside a staggering 99% increase in organic waste collected through green bins.

District Chair Jeff Lehman reflected on the introduction of this concept to council, recalling his initial skepticism: "It seemed unusual at first, but it turns out to be incredibly effective here in Muskoka." He acknowledged that while some community members raised valid concerns regarding privacy and the overall impact of the policy, the data clearly indicates its success.

Moreover, the clear bag mandate has recently extended to transfer stations and Muskoka’s sole landfill, where it has also proven to be a hit. "The credit belongs to our residents—the community has embraced this change wholeheartedly. Over 80% of customers at the transfer station have switched to clear bags within just a few weeks, and participation in curbside pickup is nearly universal," Lehman said.

He emphasized the significance of this initiative, stating, "Every extra year we can extend the life of our current landfill equates to millions saved for taxpayers. Even a slight extension in capacity can yield substantial savings, given the high costs associated with locating, acquiring, and constructing a new landfill. Additionally, by reducing the volume of waste sent to landfills, we contribute positively to the environment by lowering carbon emissions and mitigating pollution."

Lehman concluded with a heartfelt message to the residents of Muskoka: "Thank you for embracing this change—it has proven successful, benefiting both our finances and future generations."
